Understanding the Difference Between NOGIC JQS Qualification and NCEC
In Nigeria’s oil and gas sector, two key certification systems often come into play: the NOGIC JQS (Nigerian Oil and Gas Industry Content Joint Qualification System) and NCEC (National Content Exemption Certificate). Though both are related to compliance with the Nigerian Content Development and Monitoring Board (NCDMB), they serve different purposes.
- NOGIC JQS Qualification:
- NCEC (National Content Exemption Certificate):
Key Differences:
- Purpose: NOGIC JQS is for Nigerian companies seeking to be recognized as qualified service providers, while NCEC is for foreign firms seeking temporary exemption from local content requirements.
- Eligibility: NOGIC JQS applies to Nigerian companies, while NCEC applies to foreign companies facing local content compliance challenges.
- Duration: NOGIC JQS qualification is generally a long-term registration, while NCEC is project-specific and temporary.
Our Company’s Position: As an indigenous Nigerian company, we are fully compliant with the NCDMB’s regulations and do not require an NCEC, as it is typically granted to foreign companies that cannot meet local content requirements. However, we have observed that foreign establishments often receive preferential treatment in certain sectors. To ensure that we are not overlooked, we are committed to demonstrating that we can meet all the compliance requirements typically expected from Original Equipment Manufacturers (OEMs) and other international entities.
Our company has invested in meeting the same standards that foreign competitors adhere to, including the ISO Quality Management Systems (QMS) certifications they maintain. By meeting these global standards, we aim to position ourselves as an equally capable and compliant local partner, ensuring that we are not discriminated against in favor of foreign establishments. This commitment to quality and regulatory compliance is central to our mission to compete effectively in the Nigerian oil and gas sector.
In summary, while NOGIC JQS ensures that Nigerian companies are integrated into the oil and gas value chain, NCEC serves as a limited waiver for foreign firms unable to meet full Nigerian content requirements. Our company’s dedication to compliance with both local and international standards positions us as a strong contender, capable of meeting the same expectations set for foreign entities.
