The Nigerian National Petroleum Company Limited (NNPC) is seeking private firms to operate the Warri and Kaduna refineries, which have a combined capacity of 235,000 barrels per day (bpd). This move, alongside NNPC’s commitment to supply 450,000 bpd to the Dangote refinery, poses significant challenges for crude oil management, given Nigeria’s current oil output of 1.4 million barrels per day (mbpd).

Key Implications:

1. Crude Oil Allocation: Meeting the combined demand of 685,000 bpd for these refineries requires nearly 50% of Nigeria’s total oil production. NNPC must carefully balance crude allocation to satisfy both domestic refining needs and export commitments, ensuring energy security and market stability.

2. Impact of Crude Oil Swaps: NNPC’s crude oil swap agreements with Afrexim Bank, designed to maintain a steady supply of refined products, add complexity. These swaps may divert crude oil needed for domestic refining, necessitating strategic management to ensure adequate supply to all refineries.

3. Need for Increased Production: To meet these demands without impacting exports, Nigeria may need to boost crude production. This involves enhancing exploration, addressing security challenges in oil-producing regions, and improving operational efficiencies in refineries.
