There is always something you don’t know. Don’t sit there thinking you know everything. Find someone who knows it and model yourself after them.
It’s unfortunate, but there are ethical reasons where “a bribe” becomes “a fee.” The first questions are: 1. Can you undertake a business without such practices? and 2. Is it against fundamental human rights?
Often, it’s not against fundamental human rights. Believe it or not, you cannot undertake a business without such practices; no matter how you try, this practice becomes the last resort after you have done everything humanly possible to avoid it, essentially when you meet all the requirements meritoriously.
It becomes “a PR” and it becomes “a fee,” and there is nothing you can do about it. You even make it worse by going to the police because “the Mafia is the police.”
