Effective Agile Project Governance for software transition or product integration

Dear BIVILLEPM Community,

When I posted about Oil and Gas EPC Project Governance, a colleague mentioned that the post was misleading, suggesting I would understand better once I get to the USA. I don’t know how being in the USA would change my perspective; all I know is that the Agile Method is radically different and, most times, cannot be applied to Capital Projects of Physical Asset Category.

When an “Agilest” posts benefits of Agile in EPC, 100% of the time, it’s about Lean Principles (as in Lean Six Sigma), not Scrum or any of the core Agile Methods, which is even more misleading. This led to this newsletter on Agile Project Governance.

Effective Agile project governance is vital for a seamless software transition or product integration, ensuring timely delivery, adherence to budget constraints, and meeting desired quality standards. The Agile project governance process involves key steps:

1. Define the project scope: Clearly outline project goals and objectives for stakeholder alignment.

2. Establish a project governance framework: Define roles and responsibilities for stakeholders, from the project manager to business stakeholders.

3. Adopt an agile methodology: Embrace an agile methodology (Scrum, DSDM etc.) tailored to the project, emphasizing collaboration and customer involvement.

4. Conduct regular planning meetings: Ensure project alignment and effective scope management through consistent planning meetings.

5. Monitor project progress: Use KPIs like velocity and burn-down charts to address issues promptly.

6. Manage project risks: Identify and mitigate risks throughout the project lifecycle.

7. Ensure quality assurance: Embed quality assurance from project inception, including regular testing and code review.

8. Foster a culture of continuous improvement: Promote continuous improvement through retrospectives and lessons learned.

Aligned with these steps, consider these four elements for Agile project governance in line with project governance principles:

1. Strategic Alignment

  • Clearly define the project vision and scope. (Step 1: Define the project scope)
  • Prioritize features based on customer and organizational value. (Step 2: Establish a project governance framework)
  • Regularly reassess alignment with industry landscapes and customer needs. (Step 8: Foster a culture of continuous improvement)

2. Stakeholder Engagement

  • Involve key stakeholders in project planning and execution. (Step 2: Establish a project governance framework)

3. Risk Management

  • Use agile tools for identifying, analyzing, and treating project risks. (Step 6: Manage project risks)

4. Project Controls
