Clarifying Project Management Roles in Nigeria

In recent times, as a Project Planner or Project Planning and Controls Manager, I have never worked under a “Project Manager”.
Most times, the person they call the Project Manager is actually on the field and should be called the “Site Manager” or “Construction Manager” instead, not “Project Manager”, and sometimes referred to as “Project Lead”.
The real Project Manager is the “Project Director”, or “Engineering and Operations Manager”, or COO at the Contractor Side that manages the project end-to-end. He sets up the entire system at the Base Office while the other guy is a “foot solider”.
He also has a lot of field experience and brings it to the executive management at the Base Office. 70% of the time, he is the person I report to as a Project Planning and Controls Manager or Project Planner.
The Guild of Project Controls Compendium and Reference (GPCCAR) also spoke about this; “it’s better for a Project Planning and Controls Manager to report to “Asset Manager” and “Operations Manager” than to a Project Manager”, especially when the PM does not manage the end-to-end project life cycle.
